Building Elections Integrity through Partnerships

The Building Elections Integrity through Partnership (or BEIP for short) Project will work with the PNG Electoral Commission and other key partners to deliver Voter Education Awareness prior to the 2022 National General Elections and provide support to the Provincial Election offices, through training support in Good Governance.

Voter education means providing citizens of democracy with basic information about participating in elections, especially information on how to register to vote, how to vote, and the electoral system.

Target Stakeholders:

State Agencies like the PNG Electoral Commission to strengthen partnership and collaboration at the national level, to deliver an effective voter awareness program.

Civil Society partners to help voters, especially youths, to better understand the voting rights and processes so they are able to make better informed decisions.

Project Goals:

Our BEIP Project aims to nurture a voting population an innate respect for electoral processes. The BEIP project aims to achieve the following goals:

  • Increase citizens’ education and awareness of elections and their democratic rights to vote in the elections.
  • Improved strong culture of citizenship accountability through continued robust observation of elections.
  • Strengthened partnerships with local level governments and partners to support the election process and programs in targeted provinces and districts.
  • Ensure citizens understand that parliament is for, of, and by the people and that the MPs are accountable to the people.
  • Strengthen ethics and conduct of security forces during the elections

Project Interventions:

1. PARTNER WITH THE PNG ELECTORAL COMMISSION

TIPNG will engage with the PNG Electoral Commission to ensure our voter education key messages are consistent with the PNGEC’s voter awareness and good governance.

2. NATIONAL GENERAL ELECTION CIVIC AWARENESS (SEPTEMBER 2021 – FEBRUARY 2022)

TIPNG will work with civil society partners and through church networks to help voters, especially first-time voters, make informed decisions that will benefit the whole country. TIPNG will carry out voter awareness through:

  • Community Awareness and Workshops
  • Corruption Video Drama Awareness
  • Provincial Radio Awareness
  • The Anti-Corruption Help Desk for the public to report corruption during the election period in 2022.
  • The BEIP Project will be coordinating Civic Awareness activities in two districts of the following provinces: East New Britain, Eastern Highlands, East Sepik, Central, New Ireland, Jiwaka, Morobe, and Milne Bay.

3. DOMESTIC ELECTION OBSERVATION

During the polling period of the 2022 National General Elections, TIPNG will again field domestic volunteer observers to observe and report on the National General Elections.

TIPNG aims to cover at least 5% of all polling stations in the country, in at least 40% of the 111 electorates. It is our hope that our domestic election observation operations will build skills of PNG citizens to take a role, as volunteers, in helping build and preserve the integrity of the process in a legal and non-violent way.

4. POST-ELECTIONS ANALYSIS

TIPNG will host a two-day workshop after the elections in 2022 with key stakeholders and actors in the elections to strengthen their capacity and design a realistic change management plan to build the integrity of the electoral process.
