● This was evident across the preparation, conduct, and the delivery of the election.
● Preliminary key issues TIPNG identified during the 2022 national general elections were:
– frequent instances of roll inaccuracy;
– lack of enforcement against election offences,
– non-compliance with Constitutional requirements
– disturbances in the conduct of the ballot counting,
– confusion on the declaration of seats;
– and widespread election-related violence.
● These electoral issues further undermine the principles of democracy and the rule of law.
● Therefore, restoring confidence in the electoral process, ensuring transparency and integrity of elections, must be a priority going forward towards improving the next elections.
● Strategies to improve the conduct of National Elections in Papua New Guinea should include focus on promoting transparency and integrity throughout the entirety of the 5-year electoral cycle

Constitutional Agencies Need to Demonstrate Leadership in Light of Election Violence

There must be a concerted effort by the respective government agencies such as Police, PNGDF and CIS officers under the operational command of the Police, Dept. of Finance, Dept. of Provincial and Local Government Affairs and others to work with the Papua New Guinea Electoral Commission (PNGEC) as it seeks to deliver a safe and fair election, says Transparency International Papua New Guinea (TIPNG). TIPNG is making this call in-light of the growing reports of election-related violence taking place around our country, in particular some parts of the Highlands region.

Transparency Required as Risk of Constitutional Breach Looms

Transparency International Papua New Guinea (TIPNG) is sounding the alarm on the risk of an inadvertent breach of both the election laws and the Constitutional requirements pertaining to the conduct of the 2022 National General Elections (NGE). Key information from the PNG Electoral Commission (PNGEC) has not been forthcoming inspite of several attempts made by TIPNG. Chairman Peter Aitsi said “Two weeks ago Electoral Commissioner Mr. Sinai published an announcement of the revised election schedule issued by Head of State, Governor General Sir Bob Dadai. On Friday 6th May 2022 PNGEC officials were unable to produce a gazettal notice, giving effect to this announcement.” This is a serious concern he went on to say.
