Dear Members, Friends and Supporters,

We’ve hit the ground running this year, working towards our commitment to make PNG a fairer, more honest place.

We launched the results of the 2023 Corruption Perceptions Index, with a strong call for that regular meetings of the National Anti Corruption Strategy Taskforce must be convened. The NACSTF is headed by the Departments of PM & NEC and the Justice & Attorney General.

Even though the riots of January 10 were a setback, they strengthened our resolve to continue to call for good governance and respect for Rule of Law by all citizens.

Also in this quarter, we farewelled our legal and communication interns, continued to engage with our members and participated in the 3rd Summit for Democracy in Seoul, South Korea.

Our Strategic Plan 2019 – 2023 ended last year. The wins were great but the opportunities to further our advocacy are even greater. As the team at TIPNG embark on the formation of our new Strategic Plan, we want to acknowledge your unwavering support towards our work.

This year, we will continue to work with key stakeholders to push for electoral reforms and advocate for the resourcing of integrity institutions to enable them to carry out their mandates.

As you read on the front page of this Newsletter, the Sir Anthony Siaguru Walk Against Corruption (SASWAC) will be happening on Sunday 16th June 2024 in Port Moresby and Lae. A number of organisations have already registered to participate and in-kind support is beginning to pick momentum. CCAC set to host national meeting in Lae

The Community Coalition Against Corruption (CCAC) is set to host its first national meeting in Lae, Morobe Province on Monday 24 April 2023 at the Lae International Hotel. The aim of this Meeting is to galvanise national support through regional representation for the CCAC to prioritize national issues that the CCAC can collectively work to campaign and increase advocacy on. Media too Important to rush through Policy Consultation

Concerns have been expressed by the community as to the haste in which the Government is conducting consultation on a draft National Media Development Policy which could undermine media freedoms in Papua New Guinea. Bridge the Integrity Gap

Investigate PNGEC Declaration of SHP Provincial Seat

The decision by the PNG Electoral Commissioner, Simon Sinai, to declare the Southern Highlands Provincial seat appears to contradict the democratic principles enshrined within the National Constitution, says Transparency International PNG (TIPNG). As a constitutional office, the PNG Electoral Commission (PNGEC) is tasked with upholding the integrity of the electoral process and this decision appears to go against one of the fundamental principles of the democratic election system, that is universal suffrage. The loss of the right of eligible voters to have their vote counted is at direct odds with this principle and further weakens public trust in the PNGEC to fulfil its mandate in the public interest.

TIPNG Calls for Immediate Actions to be Taken in Readiness for 2027 Elections

In their preliminary findings drawn from their observation of the 2022 National General Elections (NGE), Transparency International PNG (TIPNG) has described the accumulated failures in the preparation, conduct, delivery and conclusion of the Elections as being a severely flawed process. The local civil society organization had 340 observers deployed during the polling period. TIPNG has released a Summary Paper outlining its initial assessment of the 2022 NGE drawing from these findings, TIPNG is calling for a genuine commitment from all stakeholders to undertake major reforms of our electoral process and systems to avoid similar problems in 2027.

TIPNG’s Summary Paper on the 2022 National General Election

Key points
● The 2022 National General Election has continued the trend of deterioration in the quality of elections in PNG.
● This was evident across the preparation, conduct, and the delivery of the election.
● Preliminary key issues TIPNG identified during the 2022 national general elections were:
– frequent instances of roll inaccuracy;
– lack of enforcement against election offences,
– non-compliance with Constitutional requirements
– disturbances in the conduct of the ballot counting,
– confusion on the declaration of seats;
– and widespread election-related violence.
● These electoral issues further undermine the principles of democracy and the rule of law.
● Therefore, restoring confidence in the electoral process, ensuring transparency and integrity of elections, must be a priority going forward towards improving the next elections.
● Strategies to improve the conduct of National Elections in Papua New Guinea should include focus on promoting transparency and integrity throughout the entirety of the 5-year electoral cycle
