Parliament Rushing Laws for Self Interest Undermines Elections

Transparency International Papua New Guinea (TIPNG) is reminding all Members of Parliament to ensure that the transition from the 10th Parliament to the 11th Parliament occurs within the rule of law and upholds the Constitution. Actions by current MP’s will be subject to the Leadership Code while in office and the Organic Law on the Independent Commission Against Corruption should they leave office after the Elections. TIPNG has issued this statement following media reports that there will be no arrangement for a caretaker cabinet during the Election period commencing from the Issue of Writs on 28th April and ending with the Return of Writs on 29th July 2022.

CIVIL SOCIETY SUPPORT REQUIRED IN PROVINCIAL ELECTION PLANS

With only two months to go before the scheduled start of the 2022 National General Elections in Papua New Guinea, many provinces have only just begun the roll update exercise. Jiwaka Province in the Highlands Region is one such a province, with a 10-day roll update exercise for all 214 Wards starting on the 16th of February 2022, and running till the end of the month.

Transparency International Papua New Guinea (TIPNG) conducted A week long civic awareness outreach in Goroka, Eastern Highlands Province as part of its Building Elections Integrity through Partnership (BEIP) Project. A key part of the awareness in Goroka was a Civic Awareness Information Workshop that brought together key provincial election stakeholders, namely the Eastern Highlands Electoral Commission Office, Provincial Administration and the Goroka Police to provide updates on their preparations for the 2022 National Elections in Eastern Highlands Province.

RESPECT CONSTITUTIONAL ROLE OF PROVINCIAL ELECTION MANAGERS FOR ELECTIONS INTEGRITY

On the eve of the 2022 National Elections and in light of reports of administrative delays, the impartiality and integrity required by PNG Electoral Commission (PNGEC) officials in the provinces to uphold the constitutional guarantee of free, fair, and safe elections have never been more crucial. This was the message shared with provincial election managers at a one-day workshop in Port Moresby hosted by Transparency International Papua New Guinea (TIPNG) in partnership with the PNGEC. With only two months before the start of the elections, and delays on key electoral processes, TIPNG is working with partners to bolster mechanisms of electoral conduct including the integrity of decision-making by constitutional officeholders.
